5.18. The Diplomatic Garden of Never-Signed Treaties
(Location: International Courtyard, Shinkyo Replica Embassy Complex)
Description:
A walled garden with flags from 17 imaginary nations surrounds a marble table. Here, officials once rehearsed treaty signings for the press—none were legally binding. The table’s top is etched with unfinished signatures, each stopped mid-stroke. Juna walks past flowerbeds shaped like emblems. Judai notices each flower variety named after years that never occurred: *1939-A*, *1941-Alternate*, *1943-Again*. Benches are arranged in circles facing nothing. A plaque explains: *These were gestures toward peace, not peace itself.* An old press camera on a tripod points toward an invisible handshake. The film inside it has never been developed.

Very Short Story:
Juna sat where the foreign minister once posed, his handshake timed for flashbulbs. Judai unrolled a map titled *Mutual Understanding – Draft Only.* “They practiced friendship like theater,” he said. Birds sang a national anthem no one recognized. A gardener watered a plot labeled *Promised Restraint.* They signed a treaty of their own in invisible ink. Wind carried the paper away.
