9.25. Parliament of Frogs in the Burnt Lecture Hall
(Location: Ruins of Tokyo University, Red Gate Annex)
Description:
The annex still stood, though half the roof had collapsed, exposing rows of seats to the weather. In the well of the lecture hall, a circle of metal chairs—child-sized—faced each other. Upon each chair: a frog. Still. Wax. Coated with soot and numbered with chalk. Juna leaned in. Each frog had a different mark on its back: Kanji, numbers, musical notation, even film frame indicators. “They were a quorum,” she said. “A speaking body.” Judai found a projector fused to the floor, melted by fire, but with one film loop intact. They watched it on a torn white tarp: frogs croaking in Morse, the last sentence subtitled: *We do not disagree. We remember together.*

Very Short Story:
The frogs never moved. But during projection, the soot on their backs shifted slightly—realigning with each line of dialogue. Juna wrote down the final frame: “Memory equals law.” Judai whispered, “Then this is the archive of consensus.” They left the film running as they departed. From the doorway, the croaking sounded real. The chairs began to tremble. The frogs voted again, without audience.
