==== 18.25. The Archive of Surrendered Constitutions ====
\\
**Location:** Hokkaido Northern Border Annex \\
**Description:** \\
Close to the disputed northern boundary, in a repurposed customs post, lies an archive of surrendered constitutions. Each document comes in a different style---handwritten on rice paper, printed on t-shirts, whispered onto cassettes. These are not legal texts but *personal declarations*, made by those who opted out of national belonging. “I surrender my citizenship to the mountains.” “My body is no longer governed.” “The flag forgot me first.” Juna reads a laminated sheet signed only with a red fingerprint. Judai finds a scroll wrapped in silence---no text, only perforations punched in braille spacing. The archivist doesn’t speak. They hand out blank pages titled *“Your Terms.”* \\

**Keywords:** \\
Hokkaido constitution surrender archive, declarations of non-nationhood, personal sovereignty documents, boundary withdrawal ritual, blank national forms \\

**Very Short Story:** \\
Juna submitted a copy of her grandmother’s recipe---declaring it sovereign cuisine. Judai offered an old stamp collection as proof of a country that had written to him. The archivist stapled both to a blank page and bowed. “This is your departure file,” she mouthed. They didn’t sign it. They folded it three times and set it inside a box marked *When Asked*. No one did. Outside, snow fell in even squares. Juna whispered, “We left nothing.” Judai replied, “Then nothing can betray us.” A red light blinked on above the door. It did not stop them from walking through. \\
