==== 17.9. The Ceremony of Repeating Titles ====
\\
**Location:** Hall of Civic Affirmation, Kashihara \\

**Description:** \\
Each autumn, bureaucrats gather in Kashihara for a ritual with no spectators. Inside the Hall of Civic Affirmation, scrolls of ancient titles are read aloud---not once, but thrice, by three individuals wearing mirrored robes. These titles---“Master of the Stamped Silence,” “Overseer of the Unsigned War”---refer to roles that never existed, or were erased from the record. Judai and Juna sit in the corner as the voices overlap, canceling meaning into rhythm. The ceremony serves no known function. Yet without it, storms reportedly strike the Nara basin. A page is passed to Juna. It names her “Temporary Archivist of Vanished Duties.” She does not return it. The repetition isn’t for memory. It’s for echo maintenance. \\

**Keywords:** \\
phantom title recitation, Kashihara civic chant, echo-based governance, bureaucratic ritual nonsense, storm-binding office names \\

**Very Short Story:** \\
Three readers stood. The room held its breath. One title was read: “Deputy of Future Interruptions.” Then again. Then again. Each voice slightly misaligned. Juna recognized a cadence from an old radio jingle---“but this one’s older,” she said. The scrolls curled at the edges. Judai blinked---and the robes had reversed color. “Is it over?” he asked. “We’re inside the title now,” she answered. Lightning struck outside. The storm had waited for the third name. \\
