==== 15.5. The Broadcast That Never Ends ====
\\
**Location:** Rooftop, Kyoto Imperial University Annex \\
**Description:** \\
On the sealed rooftop of the Imperial University’s annex building, a transmission continues---a radio signal looping since 1942. It is inaccessible from normal receivers but picked up on custom-built reel-to-reel antennas Judai constructed from Kinokuniya receipts and torii fragments. The signal contains a single lecture, repeated eternally, on “The Ethics of Shadow Nations.” A professor’s voice, calm and formal, outlines how countries survive by never being seen completely. Juna recognizes the tone: it matches an archive tape labeled *Lecture for No Audience.* She adjusts the frequency. New content bleeds in: war records, train schedules, meteorological forecasts---mixed with long pauses that feel rehearsed. The broadcast’s persistence isn’t a malfunction. It’s an instruction manual for unreality. \\

**Very Short Story:** \\
They lay flat on the gravel, heads against the metal hatch, radios clutched in silence. The broadcast filtered through---faint and warbled. “Never fully seen. Never fully erased,” the voice intoned. Juna scribbled notes. Judai shook his head. “This isn’t for us. It’s for them---whoever needed to build a nation out of silence.” The broadcast paused. Wind swept the rooftop. Then: static again. Not ending. Not repeating. Just waiting. \\
